Returning Your Hawaii Ballot From Overseas
Hawaii's instructions do not mention returning a ballot by fax.
Hawaii is silent on returning a voted military or overseas ballot by fax: the Office of Elections names no return method, chapter 15D of the Hawaii Revised Statutes grants fax only for ballot delivery and sets no return method, and HRS section 15-5(b) allows return by electronic transmission only for a ballot forwarded electronically when a mailed ballot is late, lost, or cannot be returned by the close of polls, without saying whether fax counts, so fax return is a question for the voter's County Elections Division. Source
Hawaii sends military and overseas voters their ballots 45 days before the election, by mail, email, or fax as the voter requests on a Federal Post Card Application filed each election year.
Ask your election office
Before you send anything by fax, call the office and ask how it takes a ballot from overseas.
Deadlines
A voted ballot from a Hawaii military or overseas voter, however it is returned, must be received by the County Elections Division by 7:00 p.m. on Election Day.
