Returning Your Kentucky Ballot From Overseas
Kentucky does not accept a voted ballot by fax.
Kentucky law requires a military or overseas (covered) voter who received the ballot by fax or electronic transmission to return the voted ballot to the county clerk by mail only, so a faxed or emailed voted ballot is not accepted. Source
Kentucky law lets the county clerk send a military or overseas voter the blank ballot by fax or through the State Board of Elections' electronic transmission system, by the method the voter chooses, as well as by mail.
