Maine's Elections Division voter page tells a UOCAVA voter to return the voted ballot by mail or electronically and does not mention fax return; the Secretary of State's January 2026 report to the Legislature says voters returned ballots by fax in November 2025, but no page names the number that takes a faxed ballot, a question pending a call to the Elections Division.
