Returning Your Nebraska Ballot From Overseas
Nebraska's instructions do not mention returning a ballot by fax.

Stat. 32-939.02(6) lets a military or overseas voter return the ballot and the Voter's Oath by any transmission method the Secretary of State authorizes, and the Secretary of State's military and overseas pages do not mention returning a voted ballot by fax; whether the Secretary of State authorizes fax return is a pending question for the Secretary of State. A Nebraska military voter's county election office sends the ballot by email when the FPCA gives an email address, and otherwise by fax or mail, whichever the voter provides.
