Returning Your Puerto Rico Ballot From Overseas
Puerto Rico does not accept a voted ballot by fax.
Puerto Rico's Comisión Estatal de Elecciones requires an absentee voter, even one who received the ballots by email, to print them and send the voted ballots to its absentee board (JAVAA) through the US Postal Service or an authorized postal company, so a voted ballot is returned by mail only and a faxed ballot is not accepted. Every Puerto Rico voter who requests an absentee ballot may choose to receive the ballots by email at the address given on the request, in addition to printed ballots sent through the US Postal Service.
Deadlines
A Puerto Rico absentee ballot must be sent by US Postal Service or an authorized postal company postmarked no later than election day, and counts if the Comisión Estatal de Elecciones receives it on or before the last day of the general canvass.
