E*TRADE is unusually direct about this. Its account-information FAQ prints the general fax number, (866) 650-0003, and gives (678) 624-6950 for senders outside the US. Both reach the same intake, and E*TRADE’s current forms print the same number in their return instructions.

E*TRADE asks for a fax cover sheet with documents submitted this way. That is not decoration: the cover sheet is what lets intake match loose pages to your account, so put your name, your account number and what the document is on it.

E*TRADE prefers its own document-upload tool for most paperwork, and fax is the sanctioned fallback rather than the default route. If you can upload, that is faster. If your form is signed, notarized, or came to you on paper, fax is the route E*TRADE publishes.
