Virginia does not accept a voted military or overseas ballot electronically, by email, or by fax; the signed and voted ballot must be sent by mail to the local general registrar's office. Source

A Virginia military or overseas voter who asks for an emailed absentee ballot receives the ballot, voting instructions, and a return envelope (the "B Envelope") by email; otherwise the ballot arrives by mail.
