The American Samoa Election Office states that a 2010 amendment to ASCA section 6.1103(b) gives absent uniformed service members and overseas voters the option to request delivery of their blank ballots for the office of Delegate to the U.S. House of Representatives only, and that ASCA section 6.1102(a) allows absentee ballot applications to be requested, sent, and accepted electronically.
