Returning Your Guam Ballot From Overseas
Guam's instructions do not mention returning a ballot by fax.
The Guam Election Commission's UOCAVA page says uniformed-service members, their family members, and U.S. citizens residing outside the United States may receive their Federal blank ballot and vote by email, air mail, or facsimile on request; the page does not separately describe returning the voted ballot by fax, so a voter should confirm the return method with the Commission before faxing. A Guam off-island absentee voter may choose to receive the absentee ballot by air mail, facsimile, or email, and the Commission sends it by air mail when the applicant states no preference.

Before you send anything by fax, call the office and ask how it takes a ballot from overseas.
Deadlines
The Guam Election Commission states that, under 3 GCA sections 10114 and 10116, it must receive an off-island absentee ballot by 5:00 p.m. on the tenth day after the election for it to be counted.
